The three U.S. carriers
- American Airlines — daily Miami → Havana, the workhorse of the U.S.–Cuba market.
- Southwest Airlines — Fort Lauderdale and Tampa to Havana, multiple times weekly.
- Delta Air Lines — limited service from Atlanta and JFK, schedule reduced from peak.
OFAC compliance at booking
When you book a U.S.–Cuba flight, the airline asks you to certify your OFAC category at the time of booking, again at check-in, and sometimes again at the gate. The most common category for independent travelers is Support for the Cuban People. See our Cuba for Americans section for the full list and what each one requires.

Connecting via Mexico, Panama, or the DR
When direct U.S. service is full or expensive, U.S. travelers sometimes connect via Cancún (Aeroméxico, Viva Aerobus), Panama City (Copa), or Santo Domingo (W2Fly). This is legal — but you still need to satisfy your OFAC category and carry the same documents. Most connecting itineraries arrive into HAV, VRA, HOG, SCU, or CMW.
